CONTRIBUTION IN RESPONSE TO THE OPEN AND ONGOING INVITATION
MIAMI 1994 – FTAA NEGOTIATIONS – ACTION PLAN – III – ELIMINATION OF POVERTY AND DISCRIMINATION IN OUR HEMISPHERE WHITE HELMETS – EMERGENCY AND DEVELOPMENT TEAM The idea is great. But it needs to be under a positive moral "umbrella”; that is, based on a new doctrine. This doctrine will nonetheless also be part of a fourth way that is not solely economic. The doctrine should be scientific, industrial, altruistic, and peaceful. The doctrine is to have a philosophical base, explain its policy and be doctrinally organized seeking to separate Church and State, and be Republican (and never tyrannical) in nature. With a free and responsible press; and a sovereign Congress. Every country has a building like the Central Bank in its capital and later, every state and municipality would have such buildings to house the Moral Bank and its agencies, where the national school for statesmen and women would operate. This school recruits persons of elevated character, scientific intellectual abilities and morals (altruists), with practical experience - employers or workers, but not academics (Christian scientist priests); a national television channel for education and information, and an Internet network. And a technical body comprising “White Helmets”, potential statesmen and women, public officials and politicians. The idea is to also create interest among the municipalities’ youth. In each country, this Moral Bank is part of the Executive Branch and Chamber of Planning and Management, and reports directly to the Secretariat of the Presidency of the Republic. The statute and plan for education must be of a moral, scientific, and technological nature, not only for mathematics, astronomy, physics, chemistry and biology, but also for sociology and morals, and their respective technologies; as well as economics and related disciplines. These plans will have the prior approval of the Executive of each country, and will be monitored by the national congress with the support of a sociocratic constitution. The reference model for this constitution, provided by the United Nations Organization or the Free Trade Area of the Americas, would serve as the basis for each country to adapt on the basis of regional and cultural convenience. I already have an example to suggest based on a "combination" of all the sectors of society, from X geopolitical regions, considering age groups and the turnover percentage in each activity modality for a given period. The activity performed by "white helmets" is to serve their country, for which they may be asked to relocate sporadically to serve as advisors in another country, while never interfering in the affairs of other countries. But the work of “white helmets” alone is not enough. The organizational structure in place in peripheral countries (also known as intermediate) needs to be changed. The sociocratic approach would be to discipline capitalism, not eradicate it. This would give way to a stage in which democracy can be achieved. Leverage is needed. Once established in several countries and having achieved success, it would be used to prepare a list of international volunteers, which would become part of the United Nations master plan and used to complement the activities of UN mechanisms already in place. The problem is how to make the idea attractive to all of the countries without any disagreements. A peaceful path must be found to respond to this evolution of humanity. The implementation of this idea in one country will serve as an example to be followed by others. If possible, more details will be provided at a later date. We will always have contrary interests but it is laudable to seek a way to benefit the majority: this is the essence of the positive moral approach.
