FTAA - NEGOTIATING GROUP ON INTELLECTUAL PROPERTY RIGHTS

PRESS COMMUNIQUÉ

The Twenty-Second Meeting of the FTAA Negotiating Group on Intellectual Property Rights (NGIP) was held in Puebla from 11 to 12 August 2003. The NGIP Chair, Mr. Orlando Jorge Mera, of the Dominican Republic, presided over the meeting.

The Group’s discussion followed the approved agenda (attached). All items on the agenda were addressed.

In accordance with the guidelines issued by the TNC and pursuant to the mandate issued at the Quito Ministerial Meeting in November 2002, the NGIP adopted its Report to the TNC on the Group’s activities for the period December 2002 to August 2003, which includes the Third Draft FTAA Chapter on Intellectual Property Rights.

The Chair reported to the Group on the progress made in organizing the issue meeting on intellectual property with civil society representatives, to be held in January 2004 in Santo Domingo, Dominican Republic. This meeting is part of the series of open issue meetings with civil society representatives that are being organized in 2003 and 2004, in fulfillment of the recent mandates issued by the FTAA Trade Negotiations Committee (TNC) at its meeting held in Puebla, Mexico, from 8 to 10 April 2003, and of the agreements adopted at the Twenty-First Meeting of the Committee of Government Representatives on the Participation of Civil Society. The objective of the meeting will be to promote dialogue and the exchange of information on intellectual property issues between civil society and negotiators from the countries participating in the FTAA process.

Delegates from the following 17 countries were present: Argentina, Bahamas, Brazil, Canada, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Jamaica, Mexico, Panama, St. Vincent and the Grenadines, Trinidad and Tobago, United States, Uruguay, and Venezuela.

The NGIP will hold its next meeting pursuant to the new calendar to be defined after the Eighth Meeting of the Ministers Responsible for Trade, to be held in Miami, Florida, United States, in November 2003.
