Requirements
Citizens (including business persons) of the following FTAA countries require a visitor visa for admission and transit to Mexico:

Citizens from all the countries listed above that are not required to issue a visa, are eligible for tourist cards that can be issued by any Mexican Consulate, on board the plain or at the point of entry in Mexico. A tourist card is free of and available only to people entering Mexico on Holiday, for health reasons or to engage in scientific, artistic or sporting activities which are neither remunerative nor lucrative. 
Any visitor seeking entry to Mexico is required to establish to the satisfaction of the immigration officer identity and purpose of entry. 
All persons require a passport to enter Mexico. Only citizens from U.S.A. and Canada will be able to prove their nationality with a copy or certified copy of birth certificate, vote card or other official ID. In the case of presenting a document without photograph, an official ID in force, with photo and signature must be presented.
  • A valid passport (recommend a minimum of six months validity beyond intended stay)
  • Visa application forms

  • A covering letter giving dates of entry and departure
  • Return and onward ticket
  • And proof of sufficient funds
Method of
Lodgement
Application for a visitor visa must be made at a Consulate prior to seeking entry to Mexico. 
Applicants are required to lodge their visa applications personally. In some cases an application by mail may be available for which purpose a postal application must be accompany by a stamped, self addressed envelope.

Processing time 2 days (in person); 1 week (by post). Applications should not be made more than 3 months before date of departure. 

Multiple Entry 
Visa
The Mexican consulate issues Single and Multiple-Entry visas for persons visiting more than 30 days.

Validity/Extension If the visitor wishes to extend his stay in Mexico or modify the conditions of his authorization, he should go to the closest migration office to request an extension, and FM3 (business Traditional) according to the General Population Law, visitors are allowed to request only four extensions one each year.
Cost of Visa Application

A charge of approximately US$28.   Citizens from Argentina, Canada, Chile, Costa Rica, Uruguay, U.S.A. and Venezuela are free of charge.  
Accompanying dependants
Family members accompanying a visitor to Mexico must also meet all requirements for temporary entry.

Migratory Form 3 (FM3)
Business visitors entitled for of this form are visitors who wish to enter Mexican territory with the purpose of engaging in different alternatives of investment, to engage in a direct or supervised investment transaction or to make a commercial transaction.  The information presented here should be verified with the Embassy or the Consulate in the country in which the trip originates given that the information is subject to changes and adjustments in the Federal Law of Rights or to changes in agreements with the countries.  It is important to note that any business person that whishes to enter as professional will not have any authorization to engage in any activity without previously obtaining a professional card issued by the Direccion General de Profesiones in the Ministry of Education.

Business visitors must apply in person prior to departure at the Consulate.

  •   A valid passport (recommend a minimum of six months validity beyond intended stay)
  •  2 front view passport-sized photographs

  • Approval from the counterpart of the Mexican Business Counsel for Intentional Affairs   (CEMAI) or from The Foreign Trade Bank (Bancomex)

  • Document showing that the condition of businessperson is fully accredited and that the information provided and the activity to perform is authentic.

  • A letter or a bank statement certifying that the person traveling will count, monthly during a year, with sufficient monetary funds of five hundred times the present general minimum wage in the Federal District or a letter from the company proving economic solvency for the term of stay.

  • A document or credential to certify the condition of the visitor as a business person and that the information provided is authentic.

     The cost for this Form is US$81 and the validity is for up to 1 year.

Migratory Forms for tourist, transmigrate, business visitor or a consultant

The information presented here should be verified with the Embassy or the Consulate in the country in which the trip originates given that the information is subject to changes and adjustments in the Federal Law of Rights or to changes in agreements with the countries.  It is important to note that any business person that whishes to enter as professional will not have any authorization to engage in any activity without previously obtaining a professional card issued by the Direccion General de Profesiones in the Ministry of Education.  

In the framework of the North American Free Trade Area (NAFTA):

  • U.S.A

  • Canada

  Countries of the FTAA to which this form apply:

  • Argentina

  • Brazil

  • Chile

  • Uruguay

  • Permanent residents of  U.S.A. and Canada

The validity of this form is 30 days.

Single and Multiple entries are issued.  If the visitor whishes an extension or a change of status it is necessary to request it in person in the closes Immigration Office and in case of change to an FM-3 for Business (traditional) in conformity with the General Law of Population.  Visitors can request 4 extensions of one year each, with a charge of 755.00 Mexican pesos for each extension (until December 31, 1999).  For trips that involve a contract the visitor must issue a FM-3.

 

Specific Requirements   

Supplementary procedures:

  • Valid passport proving their nationality and, if it is the case, their legal residence in the U.S or Canada.

  • Invitation letter of the corporation, association or business Mexican, foreign or bi-national chamber or a Mexican trade council accredited in Mexico detailing the reason of the internship, activities to perform  

  • In the case of personnel transfer, a letter from the company, in Spanish, should be presented to indicate that the foreigner is an employee of that company and that the payment for the services developed in Mexico will be covered by such company.

  •  In the case of consultants, the visitor should present a copy of the contract.

  • Economic solvency of the interested

The cost of the visa is approximately US$15 and the payment can be made when purchasing the airplane ticket.

 

In case of entering by land base  means The costs, fixed in Article 8 of the Federal Law of Rights, will be made through banks.  For this purpose the foreigner should present proof of payment as a requisite to have entry authorization.
