SPECIFIC PROJECT PROFILE WITHIN THE
FRAMEWORK OF THE HEMISPHERIC
COOPERATION PROGRAM - RELATED TO DISPUTE SETTLEMENT
- Title of the Project
“Program for the Training of Assistant Negotiators”
- Background
There is a need to train and upgrade the skills of officials who assist the
national negotiators of the Chapter on Dispute Settlement.
- Rationale
The complexity of the negotiations currently underway on this issue is clearly
evidenced by the large quantity of bracketed text in this Chapter. This
situation can be explained mainly as being the result of proposals made by
specific institutes involved in varied integration processes with different
jurisdictional structures, objectives, and philosophies. Therefore, a more
in-depth study of these aspects is needed.
- Objectives of the project
Training and upgrading the skills of officials assisting negotiators of this
FTAA Chapter on matters related to dispute settlement mechanisms of other
economic– and trade-related integration processes, with special emphasis placed
on the WTO Dispute Settlement Mechanism.
- Inputs: resources required for the project
It is not possible to provide specific amounts for the project at this time.
However, provisions to cover the normal costs of participating in seminars and
courses on this topic and in training programs at international organizations
should be made for at least six (6) officials.
- Expected Results
An appropriate level of training for negotiators’ assistants, enabling them to
prepare comparative analyses of the different individual approaches and
formulate alternative proposals with the supporting documentation.

The information provided in the preceding paragraphs is complemented by the
following:
- Body participating in the negotiations under the FTAA Chapter on Dispute
Settlement:
Office of International Trade Negotiations of the Vice Ministry of Economic
Relations and Integration of the Ministry of Foreign Affairs
- Estimated value of the technical cooperation required during the negotiation
stage:
- USD 24,600 (twenty-four thousand six hundred United States dollars)
covering the participation of six officials in dispute settlement courses,
seminars, or training programs at international trade and integration
organizations (WTO, NAFTA, Andean Community, Central American Common Market).
Each course, seminar, or training program will be of 15 days’ duration and
provide a daily per diem of USD 200, as well as round-trip airline tickets
(Asunción/course venue/Asunción), each with an average cost of USD 1,100 (one
thousand one hundred United States dollars).
- USD 15,000 (fifteen thousand United States dollars) to enhance information
and consultation services, including the purchase of computer equipment,
software, and the design and implementation of databases on topics related to
legal and jurisdictional integration processes.
Estimated total: USD 39,600 (thirty-nine thousand six hundred United States
dollars).
