The attached article examines the draft FTAA documents and the case law and finds that the FTAA does not meet the needs of the vast majority of countries in the region, many of which are small island developing countries.  The FTAA incorporates the exception rather than the rule and is excessively weighted against these countries.

 

Therefore, it is not in the interest of the majority of countries to conclude an FTAA.
