Executuve Summary

The approach taken to this topic recognizes the imbalances that exist between countries in our region, but does not comment on disparities existing within individual countries. The negotiations adopt a mechanistic approach based on free trade dogma, supremacy of the market and the free circulation of capital as the only possible solution to these imbalances.

Requirements for an Enforceable Agreement:

Create a fund for microenterprises and small businesses in both urban and rural areas.

Incorporate into the negotiations the possibility of recognizing economic disparities and unequal concentration of income within countries.

Conduct comprehensive studies, including the effect of macroeconomic policies on the competitiveness of the different sectors.

Resist the impulse to introduce special tariff reduction measures, in order not to subsidize importers (e.g. the case of Chile)
