FTAA – NEGOTIATING GROUP ON GOVERNMENT PROCUREMENT
Twenty-Second Meeting
Puebla, April 21 – 24, 2003
PRESS COMMUNIQUE
1. The Twenty-second Meeting of the Negotiating Group on Government Procurement
(NGGP) was held in Puebla from April 21-24, 2003. The following countries were
in attendance: Argentina, Barbados, Brazil, Canada, Chile, Colombia, Costa Rica,
Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico,
Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, United States, and
Venezuela.
2. The Agenda approved for discussion is attached as Annex
I.
3. The meeting considered all of the items on the agenda.
4. The Group acknowledged receipt of the civil society contributions forwarded
by the Committee of Government Representatitves on the Participation of Civil
Society to the NGGP.

• Article XXV: Dissemination and publication of the awarding of the contract
• Article XXVI: Confidential information
• Article XXVII: Review and appeal procedures
4. Discussion on guidelines, procedures, and deadlines for negotiations on
market access for government procurement
5. Follow up on the exchange of statistical information in conformity with the
document on the Scope and Detail of Statistical Information
6. Chair’s identification of the countries that have exchanged offers and those
who have submitted requests for improvements to the market access offers
7. Follow-up request for technical cooperation or assistance that have been
submitted to the Consultative Group on Smaller Economies (CGSE) within the
framework of the Hemispheric Cooperation Program (HCP)
8. Discussion on Civil Society Contributions
9. Other business
