FTAA – NEGOTIATING GROUP ON GOVERNMENT PROCUREMENT

Twenty-First Meeting

Panama, February 10 – 14, 2003

PRESS COMMUNIQUÉ

  1. The Twenty-first Meeting of the Negotiating Group on Government Procurement (NGGP) was held in Panama from February 10-14, 2003. The following countries were in attendance: Argentina, Bahamas, Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Jamaica, Mexico, Nicaragua, Panama, Peru, Trinidad and Tobago, and United States.

  2. The Agenda approved for discussion is attached as Annex I.

  3. The meeting considered all of the items on the agenda.
     
  4. In this occasion, there were no additional civil society contributions on government procurement forwarded by the Committee of Government Representatives on the Participation of Civil Society.

    • Article XV: Publication of invitation to tender / participate
    • Article XVI: Content of invitation to tender / participate
    • Article XVII: Time periods for responses to inviting tenders / invitations to participate
    • Article XVIII: Shorter time periods
    • Article XIX: Tender documentation / tender conditions / content of the tender documentation
    • Article XX: Registries, qualifications, and other conditions for participation of suppliers

  3. Discussion on guidelines, procedures, and deadlines for negotiations on market access for government procurement

  4. Follow up on the exchange of statistical information in conformity with the document on the Scope and Detail of Statistical Information

  5. Identification by the Chair of the countries that have exchanged offers

  6. Follow-up request for technical cooperation or assistance that have been submitted to the Consultative Group on Smaller Economies (CGSE) within the framework of the Hemispheric Cooperation Program (HCP).
