FTAA - NEGOTIATING GROUP ON SUBSIDIES, ANTIDUMPING AND COUNTERVAILING DUTIES
Twenty-First Meeting
Puebla, 19- 23 May 2003
PRESS COMMUNIQUÉ
- The Twenty-First Meeting of the Negotiating Group on Subsidies, Antidumping
and Countervailing Duties was held in Puebla, Mexico, from 19 to 23 May 2003,
under the chairmanship of Mr. Adrián MAKUC (Argentine Republic). Attending the
meeting were delegations from the following 14 countries: Argentina, Bahamas,
Brazil, Canada, Colombia, Chile, Dominican Republic, Ecuador, Guatemala, Mexico,
Panama, Peru, Trinidad and Tobago, and the United States; a representative of
the Tripartite Committee also attended.
- The meeting proceeded in accordance with the following agenda:

Draft chapter on subsidies, antidumping and countervailing duties.
- Presentation of new proposals, including proposals on competition to be
incorporated into the draft chapter.

Presentation of new proposals, including proposals on competition to be
incorporated into the draft chapter.

Legal nature of the text.

Progress in multilateral negotiations on trade laws.
-
Identification of options for deepening disciplines on subsidies.

Future work plan.

Treatment of differences in the levels of development and size of the economies.

Report of the Negotiating Group to the TNC.

Communications from other FTAA entities.

Other business.
- The delegations discussed the entire draft chapter on subsidies, antidumping
and countervailing duties, and drafted a revised version thereof, to be
discussed at the upcoming meetings of the Negotiating Group.
- The Negotiating Group approved the Work Program for the next two meetings,
agreeing to retain points (b), (c), (d), (e), (f), (g) and (h) from the agenda
of the Twenty-First Meeting on the agenda of its upcoming meetings.
- The next meeting of the Negotiating Group on Subsidies, Antidumping and
Countervailing Duties is tentatively scheduled to take place from 4 to 8 August
2003, in Puebla, Mexico.
