FTAA – NEGOTIATING GROUP ON SUBSIDIES, ANTIDUMPING AND COUNTERVAILING DUTIES

Nineteenth Meeting

Panama, January 27- 29, 2003

PRESS COMMUNIQUÉ 

The Eighteenth Meeting of the Negotiating Group on Subsidies, Antidumping and Countervailing Duties was held in Panama City from 27 to 29 January 2003, under the chairmanship of Mr. Adrián Makuc (Argentine Republic). Delegations of the following 17 countries were in attendance: Bahamas, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Guatemala, Mexico, Panama, Paraguay, Peru, Trinidad and Tobago, United States, and Venezuela.


The meeting proceeded in accordance with the following agenda:

  1. Approval of the agenda

  2. Draft chapter on subsidies, antidumping and countervailing duties (document FTAA.ngadcv/w/68/Rev.10)

    1. Presentation of new proposals, including proposals related to competition to be incorporated into the draft chapter
       
    2. Review of Articles 6 through 11
      - Article 6: Evidence
      - Article 7: Provisional Measures
      - Article 8: Price undertakings
      - Article 9: Imposition and collection of duties. Procedure for a new exporter.
      - Article 10: Duration and review of definitive antidumping duties and price undertakings
      - Article 11: Public Notice and Explanation of Determinations

  3. Identification of options for deepening subsidies disciplines
     
  4. Communications from other FTAA entities

  5. Other business
The delegations discussed all the items on the agenda of the Meeting and drafted a new revised version of the draft chapter on subsidies, antidumping and countervailing duties, which reflects the results of the discussions.

The next meeting of the Negotiating Group will be held in Puebla, Mexico, from 14-16 April 2003.
